I'm having a really aweful problem- I'm pregnant and the hospital on base really sketches me out. Not only are the phone lines always busy, but it takes weeks to make an appointment, my questions never get answered, they don't even tell me what I'm measuring or my lab results. 
The defining "I've got to get out of here" moment for me, was when a client of mine (I'm a hair stylist) who was seven months pregnant lost her baby due to the hospital's negligence. She went to the hospital twice complaining of leaking fluid and they basically told her it was urine and sent her home both times, resulting in the death of her baby. A simple swab test could have prevented that.  That terrified me. I too have been sent home by this hospital (when I was having extreme cramping). I was told I had kidney stones, but no tests were done. 
I was notified yesterday (two and a half weeks after my last appointment) that I'm anemic.  Why did it take SO LONG for that information to get to me?
I'm at the stage in my pregnancy where I should be going in for check ups every other week...I was told to come back in FOUR WEEKS! This is my first child and I'm terrified that something bad is going to happen... especially since I've been my own doctor this entire time. Does anyone have any experience with getting out of going to a military hospital? I don't know what to do.

I haven't specifically had this experience, but I did deliver babies in a hospital that I was convinced was sub par. I would call tricare and explain your situation and request a referral to an off base doctor. You should be able to discuss your concerns with your doctor, if they are not answering your questions at your appts, then you need to request a transfer of care. How many weeks are you? I started seeing my dr every other week at about 30 weeks, then every week at 36 or 37 weeks. If you are concerned that you are leaking fluid then insist on a test and if your dr says its not necessary then go to the nearest ER and ask for one there. Do whatever you have to to get the peace of mind that you need. Good Luck.
